Heilongjiang Embraces Renewables, Surpassing Coal Capacity

Heilongjiang Province has achieved a significant milestone in its clean energy transition. Renewable energy sources, predominantly wind and solar, now boast a higher installed capacity than coal-fired power plants in the region.

This achievement is fueled by a strategic development model called “One Belt and One Cluster.” This initiative leverages the province’s vast land resources, including saline-alkali lands and unused oilfield sites. These areas are being transformed into the Hadazi New Energy Industrial Belt, dedicated to renewable energy production. Additionally, the model utilizes subsided areas from coal mining to create an eastern region industrial cluster focused on clean energy.

Beyond generation, Heilongjiang recognizes the importance of energy storage and transmission. To address the potential mismatch between renewable energy production and existing transmission capacity, the province is fast-tracking key infrastructure projects. A prime example is the Linhai to Ping’an 500 kV dual-circuit transmission line. Once completed, this project will significantly boost the province’s transmission capacity, allowing it to export an additional 4 billion kilowatt-hours of clean electricity annually to other provinces.

Looking ahead, Heilongjiang has ambitious goals for its clean energy future. By 2025, the province aims to achieve a cumulative installed capacity of over 50 million kilowatts for new and renewable energy sources, coupled with 2 million kilowatts of energy storage facilities. This clean energy push extends beyond power generation. The province also targets a total industry output value of 60 billion yuan for new energy equipment manufacturing. Additionally, they aim for a new energy utilization rate exceeding 90%, maximizing the use of clean energy sources within the province.
